XPS 15 9570, error code 2000-0511, validation code 106023

Question

Hello, I own an (out of warranty 2/20/19) Dell XPS 15 9570. The video fan in the laptop is constantly on whizzing around, it is not making any funny noises nothing it is just literally whizzing around. I don't know how else to describe it. It seems like it is going 100x faster than it should, at least it sounds like it is. I never could hear this fan or the other, this one is now not shutting off. Please help. I just bought a brand new fan and it has not changed anything. I called Dell they said to update the bios. So we updated the bios to no avail. They said reinstall Windows even sent me a USB restore key with Windows 10 and my drivers on it. Nothing, fan still constantly on. Does anyone know a fix for this problem? Please any suggestions.

I have the exact same issue with the XPS 7590. Installed new Fan, updated BIOS, reinstalled Windows with Dell Drivers. Does anyone have a solution?
