XPS 9700 boot from USB drive
Hello, configuration XPS 9700 windows 10 19042-1165 BIOS 1.8.2 1- How to configure the BIOS to boot from a USB drive? 2- I use a Selore S-Global with in BIOS thunderbolt boot on to boot from a USB drive to install an ISO file The boot time to get the BIOS menu (via F12) is very very long.

Why do you have to go to BIOS
You boot to F12 and choose boot Device right there Now I am assuming you want to run Multiple OS,. You don't need to choose Boot Device everytime from BIOS.
A Linux Boot Loader will let you choose OS after machine completes the post and would be an ideal solution.
However if you want to stick with your solution :(Disable Secure boot)
You can boot to BIOS > BOOT CONFIGURATION
and Add Boot option.
