The Dell tech came yesterday and replaced the Motherboard, video card, and power supply.  Call of Duty now functions correctly.

Also open Supportassist > Troubleshooting > I want to troubleshooting my PC > Scan a specific piece of hardware > Choose NVIDIA graphic card. 

This will start a stress test on GPU, if the test fails or machine crashes during test Contact dell for replacing GPU. 

Test the GPU with any other Game 

Run GeForce experience, it will recommend drive update. Choose Custom install > Clean install

Thanks for the reply.

I have conducted many, very many, tests on the 3070 card.  Using the 40 minute test as well as individual test, all show OK.  I have done the F12 diagnostics as well, all OK.

There has been a replacement 3070 card installed.  Still fails.

I have conducted a Windows 11 reinstall, still fails.

I have been using the GeForce experience for a while, tried the clean install just now, still fails.

I have run Norton Ethirium mining with the 3070 GPU for 20 Minutes with no failures.

Any other suggestions?

Clearly, the problem is software (Game ) !!!! As you have reinstalled OS, Checking with COD support is the only solution

Not surprized though 
COD is known for BUGS.

While I agree COD does have some issues, I have been playing for for over 12 months with no issues.  Unfortunately, I believe I have a hardware issue with the PC.  The COD game just brings that to the forefront. 

I have been able to get the diagnostics to fail without running the game.  I just need to get some heat into the system.  Multiple individual CPU and Video diagnostics causes the system to report a Video card failure. 

Either the replacement (refurbished) video card has a fault, OR there is another fault in the computer that is causing the diagnostics to indicate a video card failure.
