Xps9575 won't turn on

Yesterday, When I turned on my laptop it turned on and showed full battery for a brief second then turned off abruptly... I tried turning it back on and it did not respond, I did not have my charger at hand so I tried plugging in my mobile power bank as its a type c power bank the LEDs did blink some orange and some white I did not take note of this blinking, I pressed the power button and the keyboard backlight LEDs went on and the fan of the laptop went on on full speed for several seconds but the screen didn't turn on, after about a minute I turned off the laptop by pressing the power button for more than five seconds...

after that I tried turning on the laptop but it only had the keyboard backlight turn on for about 20 or 30 seconds and nothing happened, I brought my charger which is a 65 watt not 130 watt one and plugged it into the laptop but also unfortunately nothing happened!! no LEDs blinking whatsoever.

I tried to turning on the laptop several times with no luck, after searching the internet many posts suggested doing a hard reset for the BIOS. I opened the back of the laptop and I tried doing that when I realized that the LED where blinking so slightly every about one and a half seconds while the computer is plugged in, I tried all hard reset methods and a lot of other methods with no luck!!!

I always reach the same result whenever the laptop is plugged in the LEDs blink continuously with a very low brightness and whenever it's unplugged the LEDs only blink whenever I press the power button also with this low brightness.

 

I'm now stuck my laptop won't turn on and apparently it is not charging, I kept it plugged into the charger overnight and woke up to the same issue as if nothing happened.
