Yes as you said need to add service warranty for 15years . Bcos not possible to change a motherboard yearly once.

I have worried like ordering a motherboard with older 10th generation & i think it would be stocked one . Why cant we upgrade with 12gen motherboard for model 9500 so that it would be newer hope there wont be issues like this ..
Depending on the CPU and GPU aboard, budget between $600 and over $1,000 for the board. Some repair locales will offer a year's warranty on the repair; Dell is 90 days on all repairs. You will need to budget a couple of hundred dollars for labor, shipping, etc.

No, you can't use a board from a newer system (that is, no 12th generation upgrade). As above you can either schedule a repair through Dell or the repair shop of your choice.
If you're in the US, one reputable supplier of parts and service is parts-people.com.
If you're outside the US, and in a country where Dell does not have an official corporate presence, that would explain why Dell is referring you to a dealer for repair. There are many part of the world, from eastern Europe to the middle East, Africa, etc. where Dell does not have a corporate presence -- all support and repair is through independent dealers.
However, if this is a business critical system, you're probably better off buying a new system, with a 3-year minimum onsite warranty, and US-based support. Even if you put over $1,000 into repairing this system, it will still be out of support other than for the mainboard.

No, Dell is not going to exchange or repair an out of warranty system.
And the 12th generation CPU is in a different model (the XPS 9520), which is two steps newer than your system - you cannot drop in a mainboard from a newer system to an older one any more than you can take the engine control module from a 2022 Camry and fit it into a 2020 model. Wiring changes, position of connectors change -- and so do the internal electronics.
