reset windows - TPM message - now stuck in loop
Hi there,
I have tried to reset windows 10 on my xps 13 9360 laptop and got a message to press f12 to clear TPM or press esc.
WARNING: This request will remove any keys stored in the TPM
Press F12 to enable, activate, clear, enable, and activate the TPM
Press ESC to reject this change request and continue"
I clicked f12 as it was advised on a dell forum,

but now the laptop is stuck in a loop, shows the Windows Logo, Windows Logo with Welcome below, Blue screen that looks like its about to carry on setup but disappears quickly then repeats.
any ideas on how i can resolve this?
