No boot problems can be caused by a variety of issues. Where did you purchase the new battery? Sometimes the Chinese look alikes can be problematic. Best to use only Dell OEM products. Troubleshooting steps would include testing the battery, ac adapter, and charging circuits to make sure everything is working.
