PCIe Training Error: Embedded I/O Bridge Device 6

Hello, I got a Dell PowerEdge 1950 server and upon start up it shows a "PCIe Training Error: Embedded I/O Bridge Device 6   System Halted" error. I was able to find out that it was caused by the Dell 0MY412 Controller by removing it from the system and it booted without any problem. I tried reseating it as well as all other PCIe risers but that didn't help. I also tried to use the Dell Diagnostic bootable tool but I couldn't boot it because of the failing POST. I finally ordered a replacement 0MY412 but that still didn't work... Maybe the problem is somewhere else or did I get unlucky and the replacement part is also broken?

Is there a way for me to fix this or learn more about the problem to find a solution? I need to use the front drive bays for booting an OS. (I know that there is a SATA port on the motherboard that could potentially be used but I am not sure how to power the drive that way)
