Dell Precision 5540 memory upgrade
Dell Precision 5540 (service tag: ) does not start with memory Kingston 32 GB (2x16GB) SO-DIMM DDR4 2666 MHz HyperX Impact (HX426S15IB2K2/32). With SK Нynix 8 GB SO-DIMM DDR4 2666 MHz (HMA81GS6JJR8N-VK) (2 modules) works fine. What could be the reason?

The only thing that comes to mind is incompatibility. Dell systems are very touchy about compatible RAM. Crucial RAM works the best in Dell systems. You can see the compatible RAM here.
