Hi, I'm new to this whole forum thing but seeing as I can't figure this problem out and I've noticed other people are having the same issue I thought I'd give it a whirl.

I'm running Windows XP on a Vostro 1500 and in all my programs, Word, Notepad, even Messenger, I am unable to use quotation marks before a vowel.  I'm an English major so this is a bit of a problem. I can do the space after the quotation marks which works but I find this is a huge hassle.  I've checked my keyboard and language settings and all of them are set to US. 

If anyone can shed any light on this I'd really appreciate it, I was hoping the problem would be fixed with the last update but apparently not.
