/system 32 hal.dll

Hello there

  I was cleaning out my (C) folder when I accidently deleted the System.32 file.
Nothing appeared wrong. Nothing wierd happend. Then I restarted my coputer;
and just then it went to a black screen and said:

 "that windows could not start because the following file is missing or corrupt /system 32 hal.dll please re-install a copy of the above file"

I inserted my CD that came in the dell packaging with my OS located on it.
I clicked a function and apparently installed the OS again; on top of the previous one.
Im on the computer now; with no files or programs. I can find my programs that
were installed on the previous OS before I messed up. I cant locate my pictures or my music however. When i try to click on my "MY DOCUMENTS" that was on the previous OS; it says ACCESS DENIED, please see administrator options...

HOW DO I FIX THIS; PLEASE SOMEONE RESPOND. ASAP.??

    Have you tried to log on as an Administrator to recover the files ?

    Boot to safe mode (F8 at Dell Logo) and select the Administrator account at the logon screen

    If you deleted your system 32 folder you'll have to do a repair install. You boot from your xp cd and choose the option "Set Up Windows" and the setup will scan your drives for another xp installation it will ask you if you want to repair the xp installation and then you choose yes and follow setup.
