Does anyone know where I can submit a complaint?

I bought 2 computers back in November and one of them has had Bluetooth issues since day 1. I've spent hours troubleshooting with tech support, and they even mailed me a replacement part. I continue to have these issues and quite frankly, I'm tired of it. 

When I called to submit an official complaint, I was transferred around and eventually someone disconnected. I tried emailing us_sales@dell.com, but they replied stating they don't deal with these issues.
