XPS 13 9300 Video stutter

I've got a top-of-the-line config on my spring 2020 laptop (i7/32Gb/4k) and am struggling w/ lagging/stuttering video playback (refresh seems to be choppy, making scenes w/ even moderate motion appear choppy). Seeing this on both streaming (netflix, youtube, browser viewer, have tried a range of resolutions) and DVDs (external via USB-C, VCL player), on built-in display and external (760P tv via USB-C/HDMI). I do not see the problem on video files I'm playing from the hard drive (e.g., .mov or .mpg4 played via Movies or VCL player). My drivers are up to date.

Seems like this machine ought to be able to output smooth video even w/o an independent graphics card, but before I open a service ticket I wanted to see if I'm wrong and this is expected, or if others have the same issue.
