Area-51 R6, low GPU usage in games.
Since I've had this PC, the graphics card (1080ti) has always underperformed. I have had numerous attempts to improve its performance, including multiple hours of dell support to no avail. I put it down to the games not being optimised for the specs as certain games (rocket league specifically as an example) managed to push the gpu to 90%+ usage.
However over time this problem has only gotten worse. I've seen in many places that the cpu (AMD Ryzen Threadripper 1950x) should be a bottleneck due to most programs not being optimised for 16 cores, however when I have done the relevant tests, there aren't any cores working at 100% and the CPU never really goes above 40% usage in games.
Recently, my GPU has been working at less than 10% usage, and I have been encountering a problem where my CPU usage spikes and concurrently the GPU usage drops.
When stress tested, every component appears to be working correctly, I got a score of 3537 in unigine heaven.
If anyone can enlighten me on any solutions I would greatly appreciate it. Thanks.

Download a small free program called GPU-Z, and click on the "sensors" tab.
It should show a whole bunch of things, but the items you want to look at are the GPU clock, GPU temperature, and GPU load. If you scroll down a bit you should also find power consumption (% TDP)
When you play a game, the GPU clock should stay high, the temperature should climb up, and the GPU load should be high. Power consumption should increase also.

You should see up to 250 Watts power consumption when testing it with Unigine heaven, 100% TDP, 100% load and around 1600 Mhz GPU clock.
