Could you try to perform the steps described in here
You can download the relevant drivers and software for your specific machine from here
It will grab your service tag and provide the proper software and download links for your machine.

AFAIK the 10700F is locked so you can't overclock it. You would need the KF version which is unlocked.

With proper bios support there is some improvements to be made. In a way it's a form of overclocking, while not exactly true overclocking. I guess "partial" overclocking would be the best way to describe it.

I doubt the R11 bios will have these options exposed.
