open command prompt
type diskpart
type list disk
type select disk* * number in the list disk
type attributes disk clear readonly
to check attributes of disk type attributes disk
type EXIT when finished

See here, you likely have to slip the switch on the card like they used to do for floppy disks: Write protect sd card

I don't know how to do all that I've just tried, and it said it didn't recognize it

This will remove the lock attribute and should be able to format

it is still saying that the disk is write protected

Was that card encrypted  or formated with different OS?

You might try: https://www.sdcard.org/downloads/formatter/

find an sd card adaptor and try with that.(unlock tab)

Did you try to delete partition(s)

the card could be defective
