Aurora R13, application performance

I've got a ~2 month old R13 and I'm having some performance issues. Basically max spec with 12900KF and 3080Ti. All drivers, BIOS and Windows 11 are up to date.

For example, when gaming, if I have a youtube video playing on the second monitor, it will become extremely choppy, and sometimes even stop playing entirely with a loading wheel. Also people speaking on Discord will cut in and out sometimes, sounding like a lack of bandwidth or system resources (never had bandwidth issues before this rig, gigabit internet). Bringing the web browser or discord to the foreground by alt-tabbing seems to temporarily resolve the issue, until I tab back to the game.

Another example is when opening the Razer Synapse app or the Stream Deck app, the mouse moves in a very choppy manner across the screen, jumping from point to point.

I've checked temps and total CPU/GPU usage and neither are concerning when these are happening, so I don't think it is a hardware limitation. My old machine with worse hardware (but custom build, custom loop, etc) never had these issues.

I'm not exactly sure where to go with this. Any thoughts are much appreciated.
