Do you have a spare working ATX psu to test the pc? any good psu with a 24/4 pin. Just test video through iGPU via on board DP and uninstall dGPU for this test. that is all you need to test whether system can start up. This test if result positive will confirm your suspicion of bad psu.
If it is a new psu, chances are it is good and something else prevents POST. Try this clear CMOs settings and replace CMOs battery with a new one $1-2.
And a separate question, have you ever successfully booted the pc or is this a new purchase that you just assembled from parts. If so, what parts do you have in it including cpu.
now remove all ram sticks, power on. Do you hear any beeps? No beep is a bad sign. install only one ram stick in DIMM1, test video out from on board iGPU (uninstall video card first). Test each ram stick this way separately.
If still no video, but ram can be verified working in another pc, motherboard is probably bad.
You have tried new psu, clearing CMOs, removing rams, no change. Assuming you have also tested each ram individually to no avail, last step to beat the dead alien is to borrow a good DDR4 ram to test R6, or test the R6 ram in another pc. If you have spent more than 2 hours on this alien that shows a persistent flat line, it is about time to pronounce motherboard dead.
