Have you made any changes since the last time your rig was working properly? Can you drop a photo of the inside of your R7 with the PSU swung out of the way?

@ProfessorW00d i re-installed window because of this problem and it started working ok so I have been re-installing stuff over the past month and then this happened again on power up the next day after a shutdown. I cannot remeber if i installed anything on that day but would only of been a game i would think if anything

@truered2005
We would actually need to see your R7 and a much larger image to detect anything visually.
In the meantime, consider replacing your $2 CR2032 coin cell battery on the motherboard, if only to eliminate that as part of the issue.
Your top exhaust fan is connected to TOP_FAN header and your CPU cooler fan is connected to CPU_FAN header . . . correct?

@ProfessorW00d as i say was all working ok then when i booted up the other day the PC asked me to allow command centre to change setting 3 times (which is what it did before so i re-installed windows and it was ok for about a month) and it then says i have a CPU pump which i do not have. I will give the battery a go and when i open up will take a picture then. Thanks for taking the time to help very much appreciated

May possibly be time to get some new fans??? I'm just spit ballin' here, but if your CPU cooler fan is not detected, then BIOS will assume you have the liquid cooling, and so it looks for a PUMP_FAN signal, of which there is none. Let's get the new battery installed and go from there.

Not sure how long it will last but this has worked:-
It looks like this post might be related to Command Center problems.
Please use the following steps to reinstall Command Center, hopefully these will help to solve the issue.
1.Download Revo Uninstaller
2.Download the install package for the latest version of AWCC from Dell's site
3.Use Revo Uninstaller to remove AWCC and all associated components
4.After each uninstall, tell Revo to do an 'Advanced Scan', and delete any leftover files, folders and registry entries
5.REBOOT YOUR PC (Do NOT skip this step)
6.Install AWCC from the installer you downloaded fresh from Dell's site
7.REBOOT YOUR PC (Do NOT skip this step)
8.Open AWCC. Let it download any components it needs. It should now work correctly

@truered2005
So it appears AWCC was broken . . . not your Aurora R7
