Aurora R7, won't start without holding PSU test button when pressing power button

For the past ~2 weeks, my aurora has begun failing to start from pressing the power button unless I am holding the PSU test button, particularly when it has been off for even a short period of time. Additionally I have been having a pair of intermittent blue screens, KERNEL_SECURITY_CHECK_FAILURE seemingly at random and SYSTEM_THREAD_EXCEPTION_NOT_HANDLED during some restarts. I have replaced CMOS battery, updated all drivers including deleting the GPU driver first, tested RAM with both windows utility and memtest86, checked voltage on PSU 24 pin outs, and run both supportassist's diagnostic and the pre-boot diagnostic. Additionally starting yesterday, it has begun running incredibly slowly with very high CPU usage in task manager despite no obvious cause. I am at a loss for a solution at this point.

Are you certain your new CR2032 coin cell battery is fresh and fully charged?

Re-seat your graphics card making sure it is securely seated and locked in the slot. If it has developed some sag . . . prop it up.

Professor hit on 1st thing to check: replace w a new one.  the battery is not recharagable.

next I would clear cmos via motherboard clr cmos jumper.

The new CMOS battery was just removed from packaging prior to being inserted. GPU is properly inserted and the issue persists even when removed to run on the intel integrated GPU. Since I posted this, I have discovered the performance issues were solved by using an alternate copy of windows so I suspect that was something in my windows copy. The refusal to start persists though and the blue screens were intermittent enough I am not certain if they continue.

@TheInquisitionIn this thread redxps630 shows the wires on the 12-pin connector to jump start your rig and test if the problem is the power button.
