If you click on your avatar picture in the top right corner, and select settings, you can navigate to the section in the picture below. Your signature should be located there.
It should be under personal-personal information.

There is no "signature" block to fill in info?

That could be a bug in the software. Sometimes changes are made to improve the board, and this could have caused this issue.
I will let someone know about this possible bug so they can fix it.

What is interesting is that he has signature block text currently being displayed.

All,
The latest Khorus update limits the ability to add/edit a signature based on role. The "Registered Users" role does not have this ability. The Rockstar role has the ability. The signature is now part of the "rewards" system.
