I'm not aware of any "one stop shop" for all power ratings, HWiNFO64 is what I use for GPU and CPU power uses.

Reviewers like Guru3D and Tomshardware for example, always seem to use test instruments for that application, especially when testing power supplies. 

I'll let them spend the big money on equipment and I'll read their results.
