No matter if I plug the pump into PUMP FAN or CPU FAN, the problem doesn't change.
Isn't your Corsair H60 powered by a SATA connection direct from the PSU?

Have you tried selecting the Performance Profile in AWCC? That should ramp up the AIO fans and cooler.
