I recommend to first try to update the BIOS to the latest version depending what REVISION he has. He can find the latest updates on the Support page. That might override the settings and remove the password.

Resetting the CMOS battery will only work if you disconnect it for at least 5 min before putting it back, but this is advanced troubleshooting as you may know, because you have to disassemble the entire system. Here's a disassembly video  if you wan't to check. 

He can also try to restore just the software by using AlienRespawn  or do a Clean Windows Installation .

You can't update a password-protected BIOS (the password needs to be removed first) and removing the reserve battery will do nothing - you need to call Dell Technical Support with verification of ownership of the system to have a master password generated.

There is no service center in my town. All are too long for me.

Go to a Dell Authorized Service Center and give them the details regarding your laptop like service tag or Express Code , purchased bill copy,etc. Once they verify that you are the registered owner, they will give you password help.

* There is not one. You must CALL into Dell Technical Support. Once they verify that you are registered to that service tag number, they will then conference in a L2 Technician who will do the master password reset.
