Fn key not working

Ok, I'm kinda sorta computer savvy. I like to game and such, but when it comes to all of the hardware and software and updates I'm pretty lost. So, with that in mind, my fn keys aren't working. I also can't install any version of Command Center, and most drivers won't install. I'm about to just reinstall windows, but this all started happening after a friend reinstalled it for me the first time a few months ago. I can put up with everything except the not being able to change screen brightness, and suddenly I couldn't connect it via HDMI to my tv. Funny thing is, my keyboard and everything is the same colors I originally had it before I did anything with it. AKA when it still worked. I'm baffled and about to throw the thing off of my balcony. 

So. Problems..

1.) Fn keys not working.

2.) Can't install ANY version of Command Center

3.) Can't install most drivers (BIOS included, GeForce, all of the major ones)

4.) Can't connect it to my tv via HDMI.
