Turn off performance Mode/fans outside of BIOS
Simple question: Is there any way to turn off the performance fans and performance mode without having to go into the BIOS?

No idea, I guess you could use one of those fan speed apps. I used one on my old Alienware because the fans were constantly at max. Speaking of which, my 15 R2's performance mode is basically just the fans at max speed the whole time. Is that how yours is?

No - I get two options under Performance:
CPU Performance Mode
Fan Performance Mode
Both are either enabled or disabled
