15 R2, CPU Clock Speed 0.1Ghz below target, high percentage, tasks not adding up

A few months back an update occured where my cpu is no longer running at the target but slightly under by 0.1 ghz under load. Additionally, the task manager's CPU usage tab does not add up by a long shot. What is causing this and what is the fix? I am not reverting back since many of these updates were security updates.

Hi @doginneed  thank you for a good opening post with image. 

At power-on, wait about 10 minutes for the operating system to settle down. Visit Task Manager's Details tab and click on the CPU column so that System Idle process is at the top and typically 96%. However, your screen image says the System Idle process will be lower, and something will be using the CPU excessively. Please share image of Details tab, thanks. (Tip: use Windows Snip application to capture and save image on the screen.) 

Search internet should reveal if this other process is a legitimate part of the Window's core operating system. 

Please run Check Disk and run Malwarebytes Free to determine that OS(C:) boot drive does not have file errors or malware.

Hello thanks, I've done the disk checking and malware checking, both came up as fine. Here are the pictures. The issue only seems to appear when the laptop is under load. StartupProcesses.PNGStartupDetails.PNG

Pulling up some other monitoring software (fps monitor), it looks like "power limit exceeded" is the cause of the CPU not reaching the 3.2 ghz and instead fluctuating between 3.1 and 3.0 ghz

power limit exceeded is not the issue, but i still cant seem to figure out what is causing my cpu to run 100mhz below what it should when its under load
