15 R3, Clock Limit when turning off speedstep

So I've read that speedstep can cause stuttering in-game so I went to turn it off in bios and when I came back I noticed my CPU clocks at only .8mhz when its supposed to be 3.4-3.6. I've tried to turn on high performance but that didn't work, i also tried CPU performance mode in bios and that didn't work either. I'm lost and don't know what the issue can be and no one online seems to have the same issue with the same laptop. I'm trying this on a Alienware 15 R3 i7 7700hq gtx1070 16gb ram. When I turn speedstep back on, the clock speed bounces back up to 3.4-3.6 like normal but I get the occasional stuttering or motion judder.

It basically only needs to be turned off when you're overclocking it as you basically set the speed for it to run at. since SpeedStep is made to regulate Processor Voltage and Clockspeed Based on multiple different variables such as Temperature and other things. Turning it off would lock it at a low speed. I recommend you increase the resolution of the game to 1080p 60fps and lock it there as it will leave all the work to the GPU. I also recommend leaving SpeedStep on and leaving High Preformance mode on as that will reduce stutter. One more final thing is that monitoring temps is the Key to finding out what is the reason behind the stuttering, so if the CPU during a stress test reaches 89C or higher than it needs to have its thermal paste replaced aswell as the GPUs paste.

Im not trying to overclock, just undervolt. My game is locked at 1080p 60 fps. When I turn on speedstep and high performance mode it starts to stutter right as I enter the game, when i undervolt the stuttering gets better but the cpu clock speed dips every few seconds causing stutter. I thought this dip was speedstep regulating the clock but when I turn it off the clock gets locked to .8mhz. I just repasted with corsair paste on both cpu and gpu. Im sure this problem is on the cpu side because as I said the dips happen when speedstep is on.

What game are you trying to play? You shouldn't even have stutter because your literally 6 generations higher than my Desktops CPU which is a X5690. I'd recommend you do a reflash of the BIOS to its latest version as that can help with the clockspeed issue. Alienware 15 R3/17 R4 System BIOS | Driver Details | Dell US
