It will only let you update via OEM drivers. I was able to solve this issue by downgrading the graphics driver to one of the old ones from the Intel site, restarting the computer, and installing the latest Intel driver from their site. Photoshop and the other programs that were giving me issues now work correctly.

Have you tried updating with the Intel driver at the Intel site? The driver is much newer dated 2/25/2019.
