17 R4, weird power issues

My screen is going dim and getting brighter about every 20 seconds.  Looking at the battery charging icon, it looks like the power supply works for a bit, then stops working at a high enough charge to run the laptop and charge the battery at the same time.   Has anyone else had this issue?  I'm going to start by replacing the Laptop adapter and upgrading it from the 230w to the 330w version.  I'm not 100% sure its a adapter issue.  I know the problem isn't coming from the wall, I'm using a signal conditioning battery UPS. (yes i know the batteries wear out).  Ill check the output with a multimeter later, but that wont put a load on it.
