app issues = slow to open, growing memory, poor performance

I found when I double click a program shortcut, the file would take longer than it should to launch. I discovered that after sleep mode one of my apps would grow in memory and increase each time after every sleep. I had one app, immediately after opening, would have a delayed response in the initial task.

I reinstalled Windows three times, I ran a clean boot, I am up to date on all my drivers, Windows is up to date and my apps are all using the current version.

On a whim I decided to start the App Readiness service and these issues were resolved. My questions, "has anyone discovered this before? Would this fix be related to some driver?"
