No, I wasn't. There is no possibility of doing that.
After a while, after updating the BIOS I had a chance to set the settings of Express Charge to Primarily AC Use. Express Charge kills battery fast. Primarily AC Use is the only option to maintain battery health. Sad that Dell is not interested in implementing specified percentage charging for all their systems.
