If it was upgraded to Windows 10, you can also download that and reinstall it. It likely will fix the WIFI problem, but you're likely to need a new keyboard to replace the other issue.
There's no way you'll get Windows 10 installed by a shop or servicer for free -- if you can't or won't do it yourself, just about any computer repair shop will do it for you -- for a fee.

You can easily reload the factory image for Windows 10 yourself.

Thanks for your answer but I already tried that and it didn't solve the problems. I assume this is because my laptop used to be based on Windows 8.
