Area-51m R2, constant 'processing' sound coming while Idle

Basically, my Area51m R2 laptop has a constant sort of processing sound coming from beneath the keyboard. It sounds like something is loading at all times, including when I just have it sitting on the desktop with no programs open.

I have tried a few different things, and feel like I am starting to narrow down the cause, but as of right now the issue is still ongoing. I have:

-Booted in Safe Mode. This seemed to make the issue go away, which leads me to suspect that there is a 3rd party software or dell software running in the background that is causing this.

-Disabled Alienware Command Center. The noise that my laptop was making had short pauses that occurred regularly about every second. I noticed that the timing of these intervals timed up pretty well with the rate at which hardware statistics (such as clock speeds and temperatures) update as shown in AWCC. Setting this to manual on startup has removed these pauses, so I'm thinking AWCC was to blame for that portion of the issue.

-Set my laptop to the balanced power plan, so the CPU is not set at a maximum of 100% at all times (current max is 5%)

-Tried unplugging laptop.

Beyond that, though, I am still at a loss for what is causing the overall noise. Though the pauses are gone, there is still a fair amount of processor-y noise being emitted. I know that people will argue that it is coil whine, but I don't feel like that is what this is. Other things I have noticed include:

-Opening something, such as a web browser, will cause the noise to change for a moment or two.
-Task manager shows roughly 0 percent disk utilization when I check. I have a SSD, not a hard disk, so no moving parts.
-Uploading something to OneDrive causes the noise to 'sync up' with the upload process.

Any advice would be greatly appreciated, because I don't think the laptop has always been this way. I have had it for like 2 years and feel like I would have noticed this.

I will additionally add that changing the slider under the toolbar battery icon to "Best Battery Life" has a noticable and immediate impact on the noise when compared to having it on "Best Performance". Seeing as this reduces the clock speed of the CPU, it makes me feel more confident that the CPU is what I am hearing.

It's either fan noise or coil whine -- are the fans running faster if you set the system for a higher performance level?

It's the "Windows Management Instrumentation" (WMI) service that is collecting data for the 3 "Dell Data Vault *" processes. If you disable all 4 services, the processing sounds are gone.
