Dell outlet refurb return policy?

Question

A refurb A51M r2 (2080S) from Outlet is arriving tomorrow. I was excited to receive it but I've lately been looking and though the CPU being desktop is a beast, the GPU scores are actually behind some newer machines. I'm having regrets and feel I should have gone for a less power-hungry RTX30 series machine. I may end up returning it and I'm a little confused on Outlet's policy, is it 21 days or 30? do I have to pay a restock  fee like the main Dell store or do I not?

It is 21 days from shipment for outlet systems, and yes -- non-defective returns are assessed a 15% restocking charge.
