If you bought it from Dell and it was in warranty then you would not have to pay for them to look at it. It sounds like you either bough it from third party or it was out of warranty when your issues started.
The 13 model machines did not have MXM graphics cards so he couldn't have bought this separately anyway. The CPU and GPU and soldered to the motherboard. Second hand boards sell for about $450 for the 13 R3 these days.
