Have you tried hard reseting it by playing a video unplugged until it dies? after it dies wait 30 minutes and hold the power button. Then plug it back in and see if you can turn it off with the button.
Try keyboard combination Ctrl+Alt+Del and when new window appears, select Shut Down or Restart.
