m15 R1, CPU power throttling

Hi, a month ago I started noticing the cpu was power limit throttling using throttlestop, it'll usually limit itself to 20w or 30w of power which causes dips in clock speeds.

this only happened a month ago and was not like this in the first months I bought the laptop.

Also, this only happens when gpu is in use too, I heard that the issue is that intel ( or dell) have put an internal power limit that cannot be changed using xtu or throttlestop.

someone even tried using a 240w power supply but didn't fix this issue as the cpu was power limit throttling because of that limitation not because there wasn't enough power.

I tried many fixes online but none worked, so I'm asking if anyone has a fix by disabling drivers or something.
