Google Chrome, Firefox, and Edge all recommend that you should check your network connection. While this might sound obvious, they all point to checking your connection first as it’s one of the most common reasons for the error. Here are a few things we recommend:

  • Restart your home or office router. This only takes a few minutes and solves more problems than a lot of people would like to admit. To completely power cycle it, disconnect the power supply and then wait 30 seconds before plugging it back in.
  • Check to see if you’re on a bad or slow wifi connection. This is a common occurrence on busy public wifi hotspots such as coffee shops or airports

This is a "hand-shaking" problem between the website and your machine.
This often happens on "really dodgey", websites.
It can also happen with websites that require a lot of authentication/handshaking, such a bank.

Do you get the same results when going wireless?

It is "timing-out" because it is not getting the response it wants, or no response at all.

Try using another machine on the very same network cable too.  It will determine if the issue is within the laptop....or somewhere along the highway...hub, router, isp, website.

Yep. All locations. All browsers. You were on the right path. This is either OS or firewall issue.

You said it though...only your machine has the issue....so audit/verify/compare settings from one of the others.  Do you recall making any changes to firewall security...or OS? When was the last time it worked?

It is one of our suppliers ordering web site and it is fine from any other computer I have tried on the same network. We don't have wireless at work, so I cannot test that yet. It only appears to happen on my laptop when connected wired to my work or home network. I'll try wireless at home over the weekend to see if it still has the same issue.

The problem also occurs when connected to the hub using wifi. I cannot think of any changes I have made to the OS - it keeps itself up to date using Windows Update. I've not changed the firewall settings at all manually.

I noticed that my laptop's Settings / My Home or Work Network / Edit IP settings was not set to "Automatic (DHCP)" like it is on the other PC I use at work that does not have the problem. I changed my laptop to "Automatic (DHCP)" instead of "Manual" and it now appears to be working fine with the web site in question. It seems odd that I only had an issue with one web site that I use, and I use many web sites frequently (minimum of 7 different browser tabs open all day).

(To get to the Edit IP Settings page, I clocked on the network button in the notification area on the taskbar, then "My Home or Work Network", then under Ethernet "My Home or Work Network", then "Edit" under IP Settings.)

As this is not the error I am seeing, I am not keen to mess around with registry values, which could probably do more damage than good. This is my work laptop and I need it for my work.

Nope, problem not solved. It is just as it was before. The problem is, it is quite temperamental. However, it is giving the ERR_CONNECTION_TIMED_OUT error and failing to load pages properly frequently just now. The web site is:

However, I doubt anyone will be able to test anything as you'll need to log in to do anything.

Oh sorry about that. Have you tried Tethering from your Phone to log in maybe?

While I was having issues with my internet I used my phone and since I had an S8 I could do Wifi Sharing too.

I disabled the firewall and the problem is still there, so it isn't that. I'm baffled by this!

I tried disabling Windows Security Real-time protection, and it appeared to be working fine. I re-enabled Real-time protection and the problem started again. I'm not really sure how to get around this if the Windows 10 built-in anti-virus is causing the problem. I'm not keen to disable it for obvious reasons!

I added Chrome to the anti-virus exclusion list (https://www.troubleshootingcentral.com/how-to-allow-chrome-to-access-the-network-in-your-firewall-or-antivirus-settings/) and so far so good. Not sure if this is safe though... I only use Chrome for trusted web sites, so fingers crossed...
