I used to occasionally get a boot up error saying that the video fan failed to respond and it used to usually go away after a restart. For the past few weeks, I have always been getting this error and it just doesn't seem to go away. The machine is so noisy without any load whatsoever, fans running at full 100% while the machine is idle too. Please help me fix this issue as soon as possible.

Run an ePSA at startup using the f12 key and see if the fans damaged.
if not, flash the bios with the latest one available and then see if it goes away.

Fans are clean, BIOS is Updated.
Disconnected the fan and reconnected. All was good for 2 days, but the fan started acting up again.
Video Fan-Is that the GPU fan? How do i find the part#.
Diagnostics error is not consistent, I do get ALL PASS.
The GPU fan is at 100% without any load, but when I load a game, the fan automatically correct it's speed.

So the video fan is the gpu fan.
Look at the fans and you might find a model number:
