It could well be.  

Run a screen diagnostic (hold D through powerup).  If the fault shows on the test screens, it's a bad display panel.

If not, it's more likely a GPU problem -- could be a driver issue but is more likely a dying GPU.  Try booting in Safe Mode (see below).  If that clears it up, it's a driver issue.  If not, it's a failing GPU.
