m17 R3, 16GB RAM, general functionality questions

Question

When I start up the pc I have around 40% RAM usage after about 5 min of waiting for like about 100 backround processes to start, is this normal and nothing to really worry about? The machine works and runs things perfectly fine, but when I choose the cool, quiet, or balanced thermal mode the fans go to 0% and stop and on cool mode I'm pretty sure the cpu clock speed shouldn't go over 3.8Ghz, but it does for me, but on performance or full speed they work perfectly fine, what to do? Not really a big problem tho.

If you want to reduce the amount of programs running at Startup then go into the Task Manager and disable any that you don't feel are required. This should help reduce your RAM usage.

Not really sure about the other questions you had though, sorry.
