Unable to boot or recover

Long story short I started off with boot issues, this led to me trying different solutions such as recovery and eventually factory reset. I then tried to use the USB I created when I first got my laptop to recover. I cleaned and formatted the drive and attempted to boot from the USB. I can get to the “Choose an option” stage but when I click “troubleshoot” I receive an Application Error - BootAppWindow.RecEnv.exe with the code 0xc06d007e.

When I try different BIOS settings I get to the Recovery page but then get error code 0xc0000185.

I was able to enter diagnostics which flagged a warning relating to PCIe -

Training error PCI tag-3E00 VendorID-1179 DeviceID-0115 SVid-1179 SDid-0001 Bus 3E: Link Degraded, maxWidth x4, negWidth x2, Slot 12

I have tried the original boot SSD (which has now been reformatted) in different sockets as well as an alternate SSD. I continue to get the error messages mentioned above.

idk about the issue buddy, but it's a good idea to post it in different places like http://forum.notebookreview.com or reddit, as here, you don't get that much of an answer.
