Yes, csi-powerscale supports k8s 1.17 with docker-ce container runtime.
Our default recommendation is to use docker as a CRI with kubernetes vanilla because we do most of our testing against docker. But the driver must work with other runtimes (it works with cri-o on openshift for example).
