Dell ownership transfer problem

I have an issue with ownership transfer my pc. Currently I’m not leaving in USA. I’m living Turkey. I want to explain from the first time, my friends bought my pc on June 24, 2015 from amazon seller.  My warranty was international warranty so I can use this in Turkey. When my warranty finished, I extend my warranty 1 more year. After 1 and half years, Dell Turkey said me I should make ownership transfer to use my warranty in Turkey. However I tried 5-6 times to make transfer no one of them completed. It was issue about first owner information. So dell usa said me after 4-5 time need to use sold to name and ship to address. I do it. And dell confirmed information is correct. However my ownership transfer not completed again. When I talk dell customer service chat they said it is hold and cannot be transfer Turkey or something like that. My pc is broken and I cannot use these more than 3 months. Can you help me about that? Thank you.

There are a number of requirements before a system can be transferred internationally:

1.  It must have been purchased with onsite service upgrade- - the basic 12 month return to depot warranty doesn't transfer internationally.

2.  The system model MUST be sold in the country you want to transfer TO.  If it wasn't, you can't transfer it.

3.  Dell seems to have gotten more restrictive on expired-warranty upgrades.  If the warranty has expired, you may not be able to renew it now even if you can transfer the ownership.

The cost of a 1-year expired warranty upgrade is likely to be in the $300-400 range - or near what a major repair would cost.   It rarely makes much sense to extend a warranty other than at purchase time -- after that you're essentially funding a major repair up front.
