I apologize for the confusion about the Dell Price Matching policy.  Here's a link to the page that explains it in more detail.  http://www.dell.com/learn/us/en/19/campaigns/price-match-guarantee.

For the purchase to be eligible for the price Guarantee, here is a FAQ that has the details.

Remember, the Dell price guarantee applies for 30 days from your invoice date for purchases from Dell or Dell.com only, not other retail websites. The lower price must be for an identical product on Dell.com and the refund of the difference in prices is limited to one (1) per customer. Like the Price match, the Price Guarantee does not apply to marketplace resellers, financing offers (including Special Financing offers), gift card offers, bundles, free items, pricing errors, service and installation offers, items advertised as limited-quantities, out-of-stock items, clearance, or Outlet products. The Price guarantee also does not apply to Dell’s Member Purchase Program offers for which you are not otherwise eligible, existing Deal of the Day, Daily Deals, coupons, mail-in rebates or rewards. The price guarantee cannot be applied between the Wednesday before Thanksgiving Day and the Monday following Thanksgiving, as well as Green Monday.

If your purchase fits the above criteria, then contact the number provided and ask about the price guarantee.

Hello Robert,

I understand the policy and I was given a confirmation number from your customer support representative of 924295570, who stated I met the policy requirements.  My question is why was I not credited as promised? And where is my 10% cash back reward for using my DPA account.
