How to file a complaint about technical support ?

Hello,
I´m having problems with 3 Inspiron 15 3530 bought since March 25. Since then I have contacted Dell Helpdesk several times for support, with no solution provided. I one of this ocasions I even get a writen 'permit' to return the equipment to the distrubutor. Unfortunatly Ingram Micro, the supplier, no longer works with Dell an declined support. No other Dell Partners, gave support to this return request. So I'm stuck with a non-working bunch of Inspiron 15 3530. I would like to file a formal complaint about this issue and I don find the apropriate way to do it.

You won't have return privileges with the seller or Dell after almost six months.
What is the issue with the system(s), specifically and have you provided diagnostic information to the Dell technical support people?
