How to file a complaint?

I am unable to accept the service provided by Dell's China branch. I need to file a complaint with Dell's headquarters.

Please show me an email address where complaints can be received.

It should be your working hours now. Please tell me how to file a complaint with Dell headquarters, not Dell China.
