Ownership Transfer Issues

I believe so many expressed their frustration with the customer care for owner ship transfer and similar is my case. I have submitted ownership transfer and I called up customer care to check on the status. To my surprise they don't even have the transfer reference number in their records and state to submit a new one.  I had to submit a new one again.  Laptop is not turning on with in 30 days I bought and its in India now.

I have premium support and its a Inspiron 17 inches laptop and transfer was for international transfer. Attaching the confirmation I received and removed service tag for safety.  Any help in providing update is highly appreciated.
