ownership transfer
I bought Dell device from local marketplace and got denied after applying for ownership transfer . I know nothing about previous owner and so the 'customer care' person suggested asking for refund! I'm not in US so I cant get refund. What a disgusting attitude to a customer! I need intelligent person to resolve the issue, please.

NOT RESOLVED
Now I'm unsupported user of legally bought device (which is still under warranty) because I don't know previous owner. Great job DELL. So now I need to pay to HACK my BIOS in order to update it. I'll tell everybody I know how great DEll's policy is. THANKS a lot

You need to obtain the required prior owner's information from your seller. If they will not or cannot provide it, the advice you were given is correct - return the system to them for a refund.
The only other option is to accept that you now own an unsupported, orphan system.

No, you simply need the information from your seller. The warranty applies only to the original purchaser until you transfer it with Dell. The matter is in the hands of your seller. As above, if they cannot or will not assist, return the system to them for a refund. Simple as that.

My seller is probably dead already. It's WAR over here in UA. Lots of people I used to know gone. I bought the device a few months before the war so now there's no chance I can get any info about previous owner

The agents response was correct and in line with Dell policy. This Latitude 7200 2-in-1 was originally sold 2 years/5 months/1 day ago on February 19, 2020 to a Federal customer in the USA. That is the last record we have for this laptop. How it got to Ukraine we cannot know nor can we know who sold it to you. The seller in Ukraine would have to provide the refund, not Dell USA.
